Before being taken onto a public place a motor vehicle must be taxed and insured. A current tax disc and a current insurance disc must be displayed on the vehicle. Failure to observe either of these requirements is a serious offence. All trailers must be covered by compulsory third party motor insurance. This requirement applies when a trailer is being towed and also when it is uncoupled and parked in a public place.

The following vehicles are not required to display an insurance disc -
• A motorcycle with or without a side car
• An agricultural tractor
• A vehicle exhibiting a trade licence
• A vehicle owned or being used by an "exempted person" within the meaning of Part VI of the Road Traffic Act 1961 as amended by the Road Traffic Act 1968 (C.I.E., Bus Atha Cliath, Bus Eireann, larnrod Eireann, Telecom Eireann, Coillte Teoranta and a vehicle owned by the State)
• A vehicle registered outside the State.
